In recent years, in order to bolster observation of the increasingly frequent localized torrential downpours (so-called guerilla rainstorms), rain-gauge networks using XRAIN (MLIT X-band Multi Parameter RAder Information Network), which can observe localized amount of rainfall in basically real time, have been developed and practically implemented through government and academia cooperation.
At present, an observation network consisting of 27 radar stations nationwide has been constructed, and in addition to applying river management and disaster prevention activities, its use is being promoted for providing rainfall observation information over the Internet, and rainfall prediction and plant maintenance by local governments, research organizations and private companies, etc.

The Industry-Academia-Government Cooperation Distinguished Service Awards have taken place annually since 2003 to recognize successful studies by universities, public research institutions and companies etc, in industry-academia-government cooperative activities that have produced great results and have undertaken leading activities to greatly contribute to the promotion of industry-academia-government cooperation, and through those achievements, further contribute to the development of industry-academia-government cooperation.

The awards ceremony was held on August 29 (Thurs.) at the venue for Innovation Japan 2013.
